Hospitalizations, Deaths and New Cases Continue to Increase
The Los Angeles County Department of Public Health (Public Health) has confirmed 65 new deaths and 2,496 new cases of COVID-19. The daily positivity rate (a composite of a 7-day rolling average) is 10.4%, a rate that Los Angeles County hasn’t seen since late-April.
There are more than 2,000 people currently hospitalized, 26% of these people are confirmed cases in the ICU and 17% are confirmed cases on ventilators. This remains substantially higher than the 1,350 to 1,450 daily hospitalizations seen four weeks ago.
To date, Public Health has identified 123,004 positive cases of COVID-19 across all areas of LA County, and a total of 3,642 deaths.
Testing results are available for over 1,229,000 individuals with 9% of all people testing positive.
Of the 65 people that passed away, 34 people were over the age of 65 years old, 23 people who died were between the ages of 41 and 65 years old, and five people who died were between the ages of 18 and 40 years old. Fifty people had underlying health conditions including 33 people over the age of 65 years old, 13 people between the ages of 41 to 65 years old, and four people between the ages of 18 and 40 years old. Three deaths were reported by the City of Long Beach.
Business owners and residents must take immediate action in order to stop the spread of COVID-19. Stay home if you are elderly or have serious underlying health conditions. Everyone else should stay home as much as possible, and limit activities outside of your home to what is essential – work, getting groceries and medicine, and medical visits. Always wear a face covering and keep physical distance when you are outside your home. And wash your hands frequently. LA County residents cannot wait to act on slowing the spread of COVID-19; we need to act now.

LONG BEACH – The Long Beach City College Faculty Association or LBCCFA announced today that they have formally endorsed the re-election this November of Long Beach Community College District Board Member Vivian Malauulu.
LBCCFA represents the Long Beach Community College District’s 300+ full-time faculty members at the District’s two campuses. The group is a member of California’s Community College Association (CCA) – the higher education affiliate of the California Teachers Association (CTA), as well as the National Education Association (NEA), the largest public employee association in the nation.

TRUMP, INC.: What the Trump Campaign Is Up To on YouTube (Hint: It Involves Aliens, Bin Laden and Ivanka)
Mostly stymied from holding his mass rallies, the world’s most famous Twitter user is turning to a different part of the internet — but with the same message.

Donald Trump is famous — and infamous — for his use of Twitter and Facebook. But particularly since the pandemic forced him to largely swear off his favorite mass, in-person rallies, his campaign has been amping up the use of another form of alternative media: YouTube and podcasts.
The president’s most recent sit-down interview? As it happens, it occurred last week on “Triggered,” a YouTube program hosted by his namesake son. In a conversation in the White House’s map room, Trump Jr. quizzed his dad about everything from who his favorite child is to whether aliens exist — to a Fox News report that Osama bin Laden wanted to assassinate President Barack Obama so that Joe Biden would ascend to the presidency.
This was no ordinary campaign video, nor was it a random question, this week’s episode of “Trump, Inc.” makes clear. “Triggered” followed the exchange about bin Laden with a campaign ad that repeated the same point, showing how closely the program’s conversations are tied in with campaign talking points. “Trump, Inc.” explores the Trump campaign’s universe of podcasts and YouTube shows, which has expanded since the coronavirus began locking down huge swaths of the country. (The campaign did not respond to requests for comment.)
Sure, every major candidate has a podcast. Hillary Clinton had one. Biden has one, though it hasn’t been updated since mid-May. But unlike those dutiful and largely ignored offerings, “Triggered” is part of a growing constellation of shows. There’s the campaign’s official podcast, hosted by Trump’s daughter-in-law, Lara. (Kayleigh McEnany used to fill in occasionally as host before being promoted to White House press secretary.) And there’s “The Right View.” Just imagine “The View,” conducted entirely on Zoom, if Meghan McCain was considered too liberal to be on the panel and if no one ever disagreed. The programs have combined to create something of a Trump media network, one that takes the president’s bellicose messaging and transports it to an environment of family, friendship and banter.
People are starting to pay attention. Nightly programming of the unofficial Trump Network reaches upward of a million viewers each week. It’s a realm dedicated to reinforcing even the president’s most incendiary ideas — with no pushback, skepticism or difference of opinion.

LA County Announces New Cases of COVID-19
LOS ANGELES — On July 5, the Los Angeles County Department of Public Health reported an increase of 7,232 new cases for Thursday, Friday, and Saturday. Friday marked the highest report of new cases to date with 3,187 new cases of COVID-19. The reported new cases for Thursday, July 2 are 2,643; Friday, July 3 are 3,187; and Saturday, July 4 are 1,402. As of July 4, there are 1,921 people confirmed with COVID-19 currently hospitalized, 28% of these people are in the ICU and 18% are on ventilators. There were 1,947 reported as of July 3 and 1,933 for July 2. This remains higher than the 1,889 reported last week. There are 30 new deaths reported, however this in an undercount as reported deaths are pending verification. Public Health urges everyone to avoid the Three C’s: Crowded places, Confined spaces, and Close contact with others not in your household. Everyone should always wear a face-covering securely over your nose and mouth and keep six feet apart from others not in your household when out in public. Businesses must continue to follow Public Health directives. Public Health reminds everyone that you remain safer at home. Public Health updated the houses of worship protocol in the Health Officer to align with the governor’s directive. Singing and chanting are prohibited for indoor services.
The Order requires the closure of:
- Indoor, in-person dining at restaurants
- Indoor museums, indoor children’s museums, and indoor operations at zoos and aquariums
- Cardrooms and satellite wagering facilities
Bars remain closed, however retail operations for breweries, brew pubs, and wineries may remain open. Additionally, face coverings and gloves must be worn at fitness facilities at all times. The Health Officer Order also requires businesses with three or more known cases of COVID-19 within the workplace over the span of 14 days, to report the outbreak to Public Health. Employers who have one known case within the workplace must have a protocol that requires that person to self-isolate at home and anyone exposed to self-quarantine. Supreme Court Introduces Pandemic Preparedness Diplomacy Act
WASHINGTON, D.C. – On June 30, U.S. Senator Kamala D. Harris introduced the Improving Pandemic Preparedness and Response Through Diplomacy Act, legislation that creates a special presidential envoy for pandemic preparedness and response, charged with developing and implementing a diplomatic strategy to prepare for, detect, respond to, and recover from pandemics and other global outbreaks of infectious disease. The legislation was also introduced as an amendment to the fiscal year 2021 national defense authorization act. Instead of working with the international community, the Donald Trump administration has taken a series of steps that make responding to the ongoing Coronavirus pandemic and prepare for future outbreaks more difficult, including announcing that the United States would withdraw its support of the world health organization. Meanwhile, COVID-19 continues to devastate the United States and countries around the world, disproportionately affecting vulnerable populations. Just this week, the pandemic surpassed a tragic milestone, with the number of confirmed cases surpassing ten million and the number of deaths more than 500,000 globally. Because infectious diseases like COVID-19 readily cross borders, serious diplomacy is essential to protecting the American people now and in the future. To that end, The Improving Pandemic Preparedness and Response Through Diplomacy Act would require the appointment of a high-level official responsible for developing a diplomatic strategy to aid in the development of vaccines and disease surveillance systems, promotion of transparency in disease reporting, and mitigating disruptions in supply chains of medical supplies, among other important efforts.

LB Mayor Announces Two New Programs to Address COVID-19
Long Beach Mayor Robert Garcia announced on June 30 that the City of Long Beach is starting two new funds to assist those affected by COVID-19.
The first is the Black Health Equity Initiative within the Long Beach Health Department. Its purpose is to improve healthcare for black residents of Long Beach, who are almost twice as likely to die from COVID-19 than any other group. In addition, Garcia said the black infant mortality rate in the city and the country was a health crisis.
The initiative is in alignment with Framework for Reconciliation and will help health providers to provide better care to black patients.
The second is the Coronavirus Relief Fund, which will be within the city structure and will fund nonprofit groups helping the community fight COVID-19.
Both funds will initially have $1 million each. This is funding provided by the State of California.
Help Available For Long Beach Renters
LONG BEACH – The city of Long Beach announced July 4, that application forms and program materials are available for a newly launched rental assistance program that will help provide relief to qualified tenants affected by the COVID-19 pandemic. The program was unanimously approved earlier this month by the city council.
This emergency program will help provide much-needed relief to hundreds of Long Beach renters and their landlords as the pandemic continues to impact the city. This will provide direct support to some of those who need it most during this time.
The Long Beach CARES Emergency Rental Assistance Program (LB CARES), which is being administered by the city’s Development Services Department, will provide up to $1,000 per month of rental assistance payments for up to three months on behalf of qualifying Long Beach residents who have lost income due to COVID-19 and meet federal low-income requirements. The monthly assistance payments will be provided directly to property owners or landlords on behalf of qualifying residents and will be applicable to rent due during the eligible period from March 27, until the end of the City’s Safer at Home Order.
Eligible applicants will be required to submit documentation confirming substantive income losses caused by job layoffs, furloughs or reduction in hours or pay during the COVID-19 pandemic period beginning March 27.
