Additional Relief for Californians Impacted by COVID-19

SACRAMENTO – Governor Gavin Newsom today announced that most private student loan servicers have agreed to provide payment and other relief to borrowers, including more than 1.1 million Californians with privately held student loans. He also signed an executive order to stop debt collectors from garnishing COVID-19-related financial assistance.

“Californians are reeling from the financial impact of COVID-19, the recently unemployed and those with student loan debt are among the hardest hit,” said Governor Newsom. “The last thing they deserve is to see more money withheld as they try to put food on the table and pay their rent or mortgage.”

The federal Coronavirus Aid, Relief, and Economic Security (CARES) Act provided much-needed relief for students with federal loans, including the suspension of monthly payments, interest, and involuntary collection activity until September 30, 2020. However, the CARES Act did not address millions of student loan borrowers with federal loans that are not owned by the U.S. government as well as loans made by private lenders. The initiative announced today gives direct help to those borrowers.

Under the new initiative by California and other states, students with commercially owned Federal Family Education Loan or privately held student loans who are struggling to make payments due to the COVID-19 pandemic may also be eligible for expanded relief. Relief options include providing a minimum of 90 days forbearance, waiving late payment fees, ensuring that no borrower is subject to negative credit reporting, and helping eligible borrowers enroll in other assistance programs.

Governor Newsom also signed an executive order that exempts garnishment for any individuals receiving federal, state or local government financial assistance in response to the COVID-19 pandemic. This includes recovery rebates under the CARES Act. Funds may still be garnished for child support, family support, spousal support or criminal restitution for victims.

These actions will help those Californians who are impacted the most by the COVID-19 pandemic.

Governor Newsom Signs Executive Order on Actions in Response to COVID-19

SACRAMENTO — Governor Gavin Newsom today issued an executive order addressing a variety of issues in response to the COVID-19 pandemic.

Some of the issues addressed in the executive order include granting a 60-day extension for customers on several Department of Motor Vehicles deadlines, including for recently expired drivers’ licenses and identification cards, to reflect public compliance with the COVID-19 stay at home order. It also suspends late fees from being applied to expired vehicle registrations.

Additionally, the order will allow certain posting, filing and notice requirements under the California Environmental Quality Act (CEQA) to be satisfied through electronic means to allow public access and involvement consistent with COVID-19 public health concerns.

Finally, the executive order will temporarily allow retailers, particularly grocery stores, to provide bags to consumers without charge, and to pause redemption of beverage containers in-store to mitigate the spread of COVID-19. The executive order also temporarily suspends the requirement for recycling centers to hold a minimum number of hours of operation and directs the Department of Resources Recycling and Recovery (CalRecycle) to develop and issue operating guidelines.

Some Progressives Are in Denial About Trump’s Fascist Momentum

Two years after Donald Trump won the presidency, the author of “How Fascism Works” assessed him in a video. “It might seem like an exaggeration to call Trump a fascist,” Yale professor Jason Stanley said. “I mean, he’s not calling for a genocide or imprisoning his own people without due process. But . . . if you use history and philosophy as a guide, it’s easy to see parallels between Trump’s words and those of the most reviled fascists in history. That scares me, and it should scare you too.”

Drawing on his decade of studying fascist propaganda, Stanley concluded: “If you’re not worried about encroaching fascism in America, before long it will start to feel normal. And when that happens, we’re all in trouble.”

We’re all in trouble.

Trumpism has started to feel normal. Trump stands a good chance of winning re-election in November. And his odds have improved because the Democratic Party is expected to nominate an abysmal candidate.

For ample good reasons, many progressives disdain Joe Biden. He has a long record as a corporate servant, ally of racial injustice and avid supporter of the military-industrial complex. Now, in the midst of the coronavirus pandemic, he scarcely seems able to articulate anything worthwhile.

In short, as the two contenders with a chance to win the presidential race, Biden and Trump are offering a choice between neo-liberalism and neo-fascism.

To hear a small but significant portion of the U.S. left tell it these days, that’s not a meaningful choice. Some say preventing the re-election of Trump isn’t important. That amounts to ignoring political reality, an evasion with potentially vast consequences.

“We should make no mistake,” longtime progressive journalist Juan González said days ago, “that this country is edging closer and closer to neo-fascist authoritarianism.”

That reality doesn’t stop some on the left from evading it — preferring to conflate the two major parties to a degree akin to denial.

Earlier this month, I listened to a discussion that included an eminent left author who flatly declared that on “all major issues” there is “no real difference between the Democratic and Republican parties.” A preposterous claim.

Soon afterward, I read an article by an editor at a high-quality left magazine that displayed odd complacency about whether or not Trump gets a second term: “The most likely outcome if he wins re-election is not a crude dictatorship, but further erosion of civil liberties within the existing political framework. Opposition parties and media will still be able to function. The people who suffer the worst forms of oppression under Trump will be the immigrants and ethnic minorities whose rights are routinely violated under Republican and Democratic presidencies alike.”

Really? It won’t matter to “immigrants and ethnic minorities” whether Trump is president for another four years?

When there’s a genuine threat of sliding into fascism, the left has an overarching responsibility to fight against the momentum of the extreme right. Sometimes that requires a broad coalition.

The left in France was correct when, in 2017, it united with a corporate centrist to defeat neo-fascist National Front candidate Marine Le Pen in the runoff election for president. In 2020, for the United States, the dangers are no less grave.

It’s true that leading “moderate” Democrats and even some self-described “progressives” have routinely functioned as enablers for the rightward tilt of national politics — a bad dynamic that has continued on Capitol Hill in the midst of the pandemic under leadership from Nancy Pelosi and Chuck Schumer. Not wanting to seem obstructionist often ends up being helpful to right-wing agendas.

But here’s a key point: People who deny or downplay the real threat of neo-fascism consolidating itself via Trump’s re-election are, in effect, serving as enablers for the forces of the virulent extreme right that already controls so much of the U.S. government.

“It’s important to remember that right now, the issue of greatest urgency is to get rid of the malignancy in the White House,” Noam Chomsky said in an interview last week. “If we don’t do that, everything else pales into insignificance. To keep this for another four years means racing to the abyss on global warming, possibly reaching irreversible tipping points, sharply increasing the threat of nuclear war, stuffing the judiciary with young, ultra-right, mostly unqualified lawyers who will guarantee that anything to the left of Attila the Hun can’t survive for a generation, and on and on. This is top priority.”

In that video interview with The Intercept, Chomsky added: “There’s a thing called arithmetic. You can debate a lot of things, but not arithmetic. Failure to vote for Biden in this election in a swing state amounts to voting for Trump. Takes one vote away from the opposition, same as adding one vote to Trump. So, if you decide you want to vote for the destruction of organized human life on Earth. . . then do it openly. . . . But that’s the meaning of ‘Never Biden.’”

In “How Fascism Works,” Professor Stanley addressed “fascist politics” — and repeatedly used that term when describing the Trump-led Republican Party.

For those in the USA who recoil at applying such a phrase to today, preferring to call it hyperbole, Stanley’s book sheds clear light on an insidious process that normalizes and obscures: “Normalization of fascist ideology, by definition, would make charges of ‘fascism’ seem like an overreaction, even in societies whose norms are transforming along these worrisome lines. Normalization means precisely that encroaching ideologically extreme conditions are not recognized as such because they have come to seem normal. The charge of fascism will always seem extreme; normalization means that the goalposts for the legitimate use of ‘extreme’ terminology continually move.”

Meanwhile, Stanley wrote, “Fascist politics exchanges reality for the pronouncements of a single individual, or perhaps a political party. Regular and repeated obvious lying is part of the process by which fascist politics destroys the information space. A fascist leader can replace truth with power, ultimately lying without consequence. By replacing the world with a person, fascist politics makes us unable to assess arguments by a common standard. The fascist politician possesses specific techniques to destroy information spaces and break down reality.”

Ventilators Manufactured in Long Beach by Virgin Orbit, Receive FDA Approval

LONG BEACH On April 23, Long Beach Mayor Garcia has announced that ventilators being manufactured in Long Beach by Virgin Orbit, have received FDA approval and are now being produced. These innovative units will begin shipping to hospitals here locally and across the country.

Virgin Orbit, Sir Richard Branson’s responsive satellite launch company, announced today that regulators at the U.S. Food and Drug Administration (FDA) have granted an Emergency Use Authorization for the immediate delivery and use of a new “bridge” ventilator designed and built by the aerospace firm. With that authorization now in place, Virgin Orbit expects to begin delivering ventilators to hospitals within the next few days.

Guided by the medical expertise and clinical experience of the Bridge Ventilator Consortium — a group of doctors, medical researchers, and medical device engineers collaborating to advise multiple different low-cost ventilator efforts — Virgin Orbit has leveraged its extensive engineering design, manufacturing, and operational capabilities to quickly design a novel ventilator, test prototype units, and ramp up production of these devices.

The Virgin Orbit Ventilator is in essence a very simple, very reliable, mechanical device designed to automate common manual resuscitators (also known as bag valve masks, and often referred to colloquially by the proprietary name “Ambu-bag”). The system can be used to treat moderate hypoxic and/or hypercarbic respiratory failure – in most settings, this would include the majority of COVID-19 patients – freeing up existing, more sophisticated ventilators to be used on patients with the most severe symptoms.

Virgin Orbit has already begun manufacturing ventilators, and is currently producing at a rate of over 100 per week. With the emergency authorization now in hand, Virgin Orbit expects to deliver 100 units to California’s Emergency Medical Services Authority (EMSA) in the coming days. The company is already in discussions with other manufacturing partners in the U.S. and internationally to increase capacity to meet the enormous demand around the world.

USC-LA County Study: Early Results of Antibody Testing Suggest Number of COVID-19 Infections Far Exceeds Number of Confirmed Cases in Los Angeles County

LOS ANGELES – On April 20, the University of Southern California and the Los Angeles County Department of Public Health released the preliminary results from a collaborative scientific study that suggests infections from the new coronavirus are far more widespread in Los Angeles County than previously thought.

The results are from the first round of an ongoing study by USC researchers and Public Health officials. They will be conducting antibody testing over time on a series of representative samples of adults to determine the scope and spread of the pandemic across the county.

Based on results of the first round of testing, the research team estimates that approximately 4.1% of the county’s adult population has antibodies to the virus. Adjusting this estimate for statistical margin of error, this implies that between 2.8% to 5.6% of the county’s adult population has been exposed to the virus. This translates into 221,000 to 442,000 adults who have been exposed, which is 28 to 55 times higher than the 7,994 confirmed cases of COVID-19 reported to the county by the time of the study in early April. The number of COVID-related deaths in the county has now surpassed 600.

“We haven’t known the true extent of COVID-19 infections in our community because we have only tested people with symptoms and the availability of tests has been limited,” said lead investigator Neeraj Sood, a USC professor of public policy at USC Price School for Public Policy and senior fellow at USC Schaeffer Center for Health Policy and Economics. “The estimates also suggest that we might have to recalibrate disease prediction models and rethink public health strategies.”

The results have important implications for public health efforts to control the local epidemic.

“These results indicate that many persons may have been unknowingly infected and at risk of transmitting the virus to others,” said Dr. Barbara Ferrer, director of the L.A. County Department of Public Health. 

“These findings underscore the importance of expanded polymerase chain reaction (PCR) testing to diagnose those with infection so they can be isolated and quarantined, while also maintaining the broad social distancing interventions.”

The antibody test is helpful for identifying past infection, but a PCR test is required to diagnose current infection.

“Though the results indicate a lower risk of death among those with infection than was previously thought, the number of COVID-related deaths each day continues to mount, highlighting the need for continued vigorous prevention and control efforts,” said Dr. Paul Simon, chief science officer at L.A. County Department of Public Health and co-lead on the study.

The study’s results have not yet been peer reviewed by other scientists. The researchers plan to test new groups of participants every few weeks in coming months to gauge the pandemic’s trajectory in the region.

About the study

With help from medical students from the Keck School of Medicine of USC, USC researchers and Public Health officials conducted drive-through antibody testing April 10th and 11th at six sites. Participants were recruited via a proprietary database that is representative of the county population. The database is maintained by LRW Group, a market research firm.

The researchers used a rapid antibody test for the study. The FDA allows such tests for public health surveillance to gain greater clarity on actual infection rates. The test’s accuracy was further assessed at a lab at Stanford University using blood samples that were positive and negative for COVID-19.

In addition to Sood and Simon, other authors and institutions contributing to the study include Peggy Ebner of the Keck School; Daniel Eichner of the Sports Medicine Research & Testing Laboratory; Jeffrey Reynolds of LRW Group; Eran Bendavid and Jay Bhattacharya of Stanford University School of Medicine.

The study was supported with funding from USC Schwarzenegger Institute, USC Lusk Center, USC President’s Office, Jedel Foundation, LRW Group, Soap Box Sample, and several individual donors.

Harris, Gillibrand, Sanders Announce Bill To Fight Hunger, Help Families Afford Food Amid Economic Crisis

WASHINGTON, D.C. – U.S. Senators Kamala D. Harris (D-CA) and Kirsten Gillibrand (D-NY), along with Senator Bernie Sanders (I-VT), on April 23, announced the introduction of the Closing the Meal Gap Act of 2020, legislation that expands and strengthens Supplemental Nutrition Assistance Program (SNAP) benefits for vulnerable community members who are struggling to make ends meet. With food banks experiencing skyrocketing demand across the country, the economic crisis caused by the COVID-19 pandemic has drastically increased the need for SNAP to combat food insecurity. This effort builds off of work done by Congresswoman Alma Adams in the House.

The Closing the Meal Gap Act of 2020 is endorsed by California Association of Food Banks, Western Center on Law and Poverty, MAZON: A Jewish Response to Hunger, Hunger Free America, Coalition for Food Security Puerto Rico, Public Interest Law Project, California, among dozens more groups and organizations.

The Closing the Meal Gap Act of 2020:

-Increases Benefits. Increases the baseline for SNAP benefits by approximately 30%. This better aligns with how a household needs, and allows for a more nutritional diet.

-Eliminates Eligibility Limits and Unrealistic Barriers. Eliminates time limits for people struggling to find work from receiving SNAP benefits.

-Expands Benefits For Territories. Stops discrimination against those who live and work in U.S. territories by transitioning them to SNAP and treating them as if they were states.

POLA Continues to Focus On Strategic Investments

SAN PEDRO – In a new video message, Port of Los Angeles Executive Director Gene Seroka emphasized cargo is flowing at the port, which remains fully operational. At the same time, port leaders are focused on long-term infrastructure investments, increasing competitiveness and opportunities to expand markets.

Seroka outlined key construction projects moving forward, including enhancements to the Everport Terminal, several marine oil terminals and on-dock rail capability. The Port’s current list of active projects totals $367 million in capital spending that will generate an estimated 3,011 construction jobs.

Seroka also said the port is working with supply chain stakeholders on increasing exports out of the United States via Los Angeles and planning for increased trade with Vietnam and other Southeast Asian countries.
