710 Freeway Lane Closures Planned in November

A series of southbound 710 Freeway lane closures will begin in November related to work on “America’s Green Gateway,” the Pier B On-Dock Rail Support Facility, a $1.567 billion project that will define the future of cargo movement at the Port of Long Beach.

The Pier B rail yard is now under construction and will be built in phases, each enhancing more sustainable cargo movement. It is scheduled for completion by 2032. The facility will more than triple capacity for on-dock rail – a system where rail cargo is moved directly to and from marine terminals by trains, reducing emissions and stress on the local and regional road network.

Most of the closures during the month will be short-term, with crews working overnight. However, at 7 p.m. Sunday, Nov. 3, the outermost, third lane near the southbound Pico Avenue and Harbor Scenic Drive offramps will close for approximately two years. Routes are not expected to be impacted and detours will not be necessary.

On the same night of Nov. 3-4, crews are scheduled from 7 p.m. to 5 a.m. to restripe lanes near the southbound Pico offramp and the southbound Harbor Scenic offramp. During a portion of the work, the southbound Harbor Scenic off ramp will be closed, requiring a detour and exit on the southbound Pico offramp.

The southbound Harbor Scenic off ramp will be closed from 9 p.m. to 5 a.m. Wednesday to Thursday, Nov. 6-7 and again from 9 p.m. to 5 a.m. Thursday to Friday, Nov. 7-8, to install crash cushions, channelizers and K-rail barrier near the southbound Pico and Harbor Scenic off ramps. Drivers will exit on the southbound Pico offramp.

A full closure of the south 710 at the Pico and Harbor Scenic off ramps for overhead sign removal will be in effect from 11 p.m. to 5 a.m. Monday to Tuesday, Nov. 18-19. Motorists will detour and exit on the southbound Pico offramp.
