Truck drivers can drop-in and ask questions to learn about a new state regulation and registration requirements to work at the San Pedro Bay ports complex during an event Dec. 12 at the Port of Long Beach. Current trucks must enter the new state registry by year’s end, while trucks registered as of Jan. 1 must be zero-emissions models.
Representatives from the California Air Resources Board will be available to answer questions and provide information in Spanish and English about the Advanced Clean Fleets regulation.
CARB representatives will also explain related requirements for registration, fees and testing for the Clean Truck Check, which aims to meet air quality standards by ensuring heavy-duty vehicle emissions control systems operate properly throughout the life of the vehicle.
Additionally, representatives from CALSTART will be on hand to discuss how drivers can apply for financial assistance to purchase zero-emissions trucks, including how to access Port and state vehicle incentives. This will be the second time the Port has hosted CARB officials to explain the new requirements.
Under the Advanced Clean Fleets Regulation, all drayage trucks currently working at the San Pedro Bay ports complex must be registered in the CARB Online System by Dec. 31, including trucks only occasionally visiting the port, out-of-state trucks and those using the “day pass” system. All drayage trucks that do not meet zero-emissions requirements are advised to register no later than Dec. 31, to continue port operations. Starting Jan. 1, only zero-emissions drayage trucks will be permitted to register in the CARB system.
The Port of Long Beach has a goal of achieving zero-emissions for cargo-handling equipment by 2030 and for drayage trucks by 2035.
In an effort to assist truck drivers with making the transition, the Port of Long Beach is partnering with the Port of Los Angeles, CARB and CALSTART to make $60 million in Clean Truck Fund Rate funding available for vouchers toward the purchase of zero-emission, Class 8 drayage trucks operating within the San Pedro Bay ports complex. With funds collected by the San Pedro Bay ports, up to $436,000 per truck is available through the California Hybrid and Zero-Emission Truck and Bus Incentive Project.
