POLA Streamlines Forms, Permits Process
SAN PEDRO — The Port of Los Angeles has updated its permitting process, which formerly had been known as an Application for Discretionary Projects.
The new process has a new name – the Application for Port Permits. The Application for Port Permits will be used to initiate the internal review process for all projects leading to the issuance of permits.
A project is defined as any event, activity, development, or work of construction within the Harbor Department property. These changes are intended to streamline the application process for Development and Non-Development Projects.
Key changes include:

  • Customers will use the new APP forms which can be downloaded here.
  • Checklists for Development and Non-Development Projects have been created. The checklists include additional information the Applicant must submit with their APP.
  • Detailed instructions about the APP process are available here.

Suspect Arraigned for 2013 Murder
LONG BEACH — One of three suspects was arraigned April 17, in connection to a 2013 murder.
On April 4, 2014, a warrant was issued for Marcial Rios, a 32-year-old resident of Long Beach, in connection with the April 28, 2013 murder of 39-year-old Enrique Casique of Long Beach.
Long Beach Police Department officers found Casique at about 3 a.m., when they responded to a report of gunshots near Spaulding Street and Junipero Avenue. Casique was lying in the roadway in the 1400 block of Junipero Avenue. Casique had an apparent gunshot wound to his upper body and died at the scene before the officers arrived.
On April 12, 2014, Rios was taken into custody by United States Customs Agents at the United States-Mexico border in San Ysidro, Calif., and was returned to the United States.  Rios was arraigned today, April 17, 2014.
On June 4, 2013, detectives arrested Miguel Medina, a 32-year-old resident of Long Beach.  On January 23, 2014, detectives arrested Jose Torres, a 30-year-old resident of Long Beach.
The investigation remains on going.

Long Beach Trauma Recovery Center Opens St. Mary’s
LONG BEACH — The new Long Beach Trauma Recovery Center opened on the campus of Dignity Health St. Mary Medical Center April 18.
The center has a focus on providing comprehensive mental health services for survivors of trauma and victims of crime.
It is just the second center of its kind in California.
Individuals, at least 12 years of age, who have suffered a traumatic event within the last three years, may refer themselves to the program if they are not already undergoing mental health therapy. Friends and caregivers also may make referrals.
The new center, located at 1045 Atlantic Avenue, Suite 801. It is open Monday through Friday from 8 a.m. to 5 p.m.
The Long Beach Trauma Recovery Center is a partnership between California State University Long Beach and Dignity Health St. Mary Medical Center.
Services include:

  • Outreach and education services
  • Clinical evaluations
  • Individual therapy for victims and survivors of trauma
  • Crisis intervention
  • Group therapy services
  • Substance abuse counseling and/or referral.
  • Family/couples therapy
  • Psychiatric medication consultation/follow up

Case management services are also provided, including assistance with applying for Victim Compensation Programs, SSI, and other financial entitlements; access to shelter, food, and housing services; home visits; help with medical appointments, and other health-related referrals.
The primary goal of the center is to create a comprehensive model of trauma and mental health care for victims of crime and their families while removing barriers to care for underserved victims of crime.
The Long Beach Trauma Recovery Center is a result of a $534,579 award from the California Victim Compensation and Government Claims to California State University, Long Beach in partnership with Dignity Health St. Mary Medical Center.
Additionally, The California Endowment awarded Dignity Health St. Mary Medical Center $40,000 to establish the center.
With the funding from the Victims Compensation Government Claim Board set, the Long Beach Trauma Recovery Center is poised for success and sustainability with The California Endowment confirming its financial support for the center as well.
Also involved with the project are the Long Beach Police Department, Los Angeles County District Attorney and Long Beach city prosecutor and Long Beach’s City Manager Office with each agency’s participation arising from Long Beach’s Violence Prevention Plan, which went into effect at the beginning of the new year.
The Long Beach Trauma Recovery Center includes a multidisciplinary group of community professionals, behavioral scientists and clinicians dedicated to providing education, services and treatment to victims of violence.  The trauma recovery center team will work together to study best practices for violence intervention comprehensively and to provide evidence-based, actionable solutions for victims of violence, educators, industry, government and other stakeholders.

Former CEO of Simi Valley Company Guilty of Bilking Navy
LOS ANGELES – A federal jury convicted the former CEO of the Simi Valley-based battery distributor Powerline Inc. of defrauding the government by selling more than $2.6 million in cheap, knock-off batteries to the U.S. Department of Defense.
Didier De Nier, 63, who lived in Simi Valley until he fled the United States, almost two years ago, was found guilty April 16, of five counts of wire fraud and one count of conspiracy to defraud the United States.
From 2004 to 2011, Powerline, which also did business as Birdman Distribution Corp, sold more than 80,000 batteries and battery assemblies that the Navy used for emergency back-up power aboard nuclear aircraft carriers, minesweepers and ballistic submarines. The batteries were installed on numerous Naval vessels.
According to the evidence presented during a six-day trial, De Nier and his employees disguised the bogus nature of the batteries by affixing counterfeit labels that falsely identified the batteries as originating from approved manufacturers. Powerline employees also used chemicals to remove “Made in China” markings from the knock-off batteries.
De Nier’s ex-wife Lisa De Nier, who had served for decades as Powerline’s vice president of sales, previously pleaded guilty in this case to conspiracy to defraud the government.
De Nier is scheduled to be sentenced by United States District Judge Dolly M. Gee on August 18. At sentencing, De Nier faces a statutory maximum sentence of 110 years in federal prison.
Lisa De Nier faces up to 10 in prison. She is expected to be sentenced by Judge Gee later this year.
Shortly after federal agents searched Powerline’s offices in July 2012, De Nier fled the Los Angeles area to live aboard his yacht near the Caribbean island of St. Martin, a French territory. In October 2013, federal agents arrested De Nier, a dual French-U.S. citizen, after he had sailed on his yacht to the U.S. Virgin Islands.
