State Education Board Mayor Pass “Parent Trigger” Regulations

LOS ANGELES — On July 13, the California State Board of Education unanimously approved regulations intended to clarify California’s Parent Trigger Law, allowing a majority of parents to demand administrative and organizational changes at their local schools.

“Since Day One, I have supported the Parent Trigger as a grassroots effort that brings communities together in support of strong schools,” Mayor Antonio Villaraigosa said in a statement. “This law empowers parents and gives them a voice and a vote to demand better. I hope to see more parents throughout Los Angeles and California take action to set higher standards for our students and achieve better results for our neighborhood schools.”

5-Year Audit Harbor Department Findings Released

LOS ANGELES — On July 14, Los Angeles Mayor Antonio Villaraigosa and City Controller Wendy Greuel announced results from the city’s latest audit.

The Harbor Department’s 5-Year audit is an industrial, economic and administrative review of the Los Angeles Harbor Department. The audit showed that the port would benefit from process improvements to increase transparency and ensure continued competitiveness.

POLA Refunds $101.1 Million in Bonds

SAN PEDRO - On July 14, the Port of Los Angeles refunded its $101.1 million 2001 Series A and B bonds, potentially generating more than $1 million in interest expense savings for the port annually or $16.5 million within the next 15 years.

The bond refunds come after a year of exploration on the issue by the port’s financial staff and advisory team. In May, the Los Angeles Board of Harbor Commissioners approved the port’s proposal to refund the existing Series 2001 bonds and issue 2011 Series A and B bonds. The Los Angeles City Council and Los Angeles Mayor Antonio Villaraigosa approved the measure in June.

The $101.1 million in refunded bonds, which have a final maturity in 2026, represents about 11 percent of the port’s total $880 million in bonded debt. Under the port’s debt policy, the port can refund its bonded debt if a savings of 3 percent or more can be realized. The savings from the July bond transaction far exceeded that threshold.

Surf’s Up: Experience The Ride With Palos Verdes Art Center’s Exhibition

Experience The Ride With Palos Verdes Art Center’s Exhibition, Surf’s Up, art inspired by surfing, open through Sept. 25, at the Palos Verdes Art Center’s new, temporary location, The Promenade on the Peninsula.

The common thread that runs through this exhibit is that most of the artists are inspired by their respect for the sheer power and energy of a wave. These artists are practicing two physically demanding disciplines - one being expressed in the studio and the other being expressed out in the elements. Surf’s Up will not include archetypal commercial surfer scenes depicted in slick sports posters, in fact, many of the artists in this exhibit are lifelong surfers who surf every day and experience the solitude, skill and risk of surfing, as well as the silence, skill and risk they face in their studio’s. Whether waiting patiently in the studio or on the water, putting fear aside, each individual must make heart-thumping decisions. The results can be awe -inspiring.

Enceladus – A Day In The Life

Enceladus – a day in the life, featuring artwork by Barry Markowitz, through Sept. 25, Palos Verdes Art Center’s temporary location, The Promenade on the Peninsula in Rolling Hills Estates.

After a recent relocation, Markowitz noticed his new neighborhood was light years apart in tone and culture. Wanting to create work about his new experiences he began taking photos of the new neighborhood and surrounding areas: Echo Park, downtown, Angelino Heights, Chinatown and the sidewalks in between. Photos were taken of street corners, small homes and buildings, bushes, shrubs, construction and destruction.

Markowitz experienced difficulty connecting these elements until he came across the story about one of Saturn’s moons, Enceladus. A small moon, Enceladus had been considered unremarkable, until recently when astronomers observed signs of life - signs of life and light.

Markowitz, artist, curator and a fixture on the Los Angeles art scene for 30 years, saw the story of Enceladus as a metaphor of his current situation - and found the connection – the light. He began creating wood panels skinned with various kinds of leaf: gold, silver, copper and variegated. Into the panels went the images from all the photos that were taken. The elements combined – mashed, collaged, erased and fragmented. Mark after mark, like a new life just beginning to move and form.

Check out 5: on paper, recent works by Philippa Blair, Linda Day, Peggy Reavey, Yong Sin, and Marie Thibeault, from 11 to 6 p.m. Mondays through Saturdays, July 30 through Sept. 24, at the Warshaw Gallery

Philippa Blair’s works on paper exploit the potential of automatic drawing and its conscious counterpoint. Linda Day is an abstractionist with the uncanny ability to re-contextualize and synthesize lived experiences in compelling paintings and constructions. Peggy Reavey’s paintings are complex hybrids – stylistically whimsical and child-like, surprisingly sophisticated in composition and design, and often nightmarish in subject matter – perhaps best described as surrealist mindscapes. Yong Sin delicately collages painted paper elements both figurative and abstract creating works which comment on the duality between the individual and the collective; the singular imbedded within grid-like patterns or systems. Marie Thibeault’s works on paper begin by tracing details of images of disaster and/or desolation gleaned from various news sources.
