LB Hit by Quake
LONG BEACH – A 3.7 magnitude struck at about 9:06 a.m., originating about 13 miles below sea level, 2 miles southeast of Long Beach, the U.S. Geological Survey reported. Residents in Compton, Cerritos and Long Beach have reported feeling a shake from the earthquake
New California Voter Registrants Decline to State Party Affiliation Sacramento––On Oct. 29, the office of Secretary of State Debra Bowen released a report showing a 20 percent increase in the number registrants that decline to state a party affiliation. This follows a similar increase in 2009.
The report also shows that nearly 300,000 Californians have registered to vote since September 3, bringing the state’s total number of registered voters to nearly 17.3 million, up from 15.8 million at this same time four years ago.
The report reflects updates to voter registration rolls in California’s 58 counties, including the removal of registrants who have passed away, moved out of state, or have been determined to be ineligible to vote, as well as the addition of new registrants.
The registration report shows 3,500,696 or 20.3 percent of voters have declined to join a political party. These numbers are greater than the previous record raw-number high of 3,465,345, set in February 2009, and the previous record percentage high of 20.18 percent, set in January 2010. Since the close of registration in the 2006 General Election, the percentage of eligible people registered to vote has increased from 69.9 percent to 73.4 percent.

LB Considers More Marijuana Collective Restrictions
The Long Beach City Council will consider, Nov. 2, a proposal requesting that City Attorney Robert Shannon prepare an amendment to its recently adopted ordinance with regard to marijuana collectives.
Councilmen Gary DeLong, Patrick O'Donnell and Councilwoman Gerrie Shipske, who are sponsoring the proposal, are suggesting the following changes to the ordinace that already requires collectives to be at 1,000 feet away from kindergarten through middle schools, at least 1,500 feet away from high school, and within 1,000 feet away from other collectives:
- Collectives cannot be located within 1,000 feet of a park, library, or day care facility as licensed through the City of long Beach.
- Limit the number of dispensary locations to 18 citywide and no more than 2 dispensaries per district.
- Restrict the cultivation of medical marijuana to industrial zones.
- Require the collectives to produce audited financial statements by a certified public accountant and submit their annual sales tax report for the board of equalization.
- Restrict hours of operation to 9 a.m. to 5 p.m. Monday through Sunday
- In lieu of a Public Hearing provide a 45-day comment period while allowing the public to review submitted application, include an additional noticing to property owners once a permit is issued.
- Upon implementation of the amended ordinance, create a 1-year moratorium banning additional applications and request city departments to come back and provide a report to city council of effectiveness, impacts, and cost implications of implemented ordinance.
- Require permitted collectives to have security cameras consistent with the long Beach Police Department's requirements.
