Council Approves Harbor Commissioner’s Credit Extension
LOS ANGELES – The Los Angeles City Council voted 11-0, July 13, with Councilwoman Janice Hahn, and Councilmen Paul Krekorian, Tony Cardenas and Ed Reyes absent, to approve certain actions related to the Harbor Department’s Commercial Paper Program.
The decision, among other things, solidifies the Board of Harbor Commissioner’s resolve to increase and extend the program’s line of credit with JP Morgan Chase Bank and exempt that resolve from the California Environmental Quality Act.
The program will increase its line of credit from $100 million to $200 million and extend the program by two years to July 29, 2012. Once in place, the Port of Los Angeles projects that the proposed annual debt service payments for the $200 million notes will be about $1.69 million; an increase of $220,000, from the previous amount of $1.47 million for the $100 million approved in 2009. The annual fees for the line of credit for the proposed $200 million program loans will increase because of the line of credit doubled. Approval will have no financial impact until a program liquidity facility between the port and the bank provides a source of borrowed money.
Also, the annual interest on any of the outstanding notes are expected to be issued at rates that are up to one-half of one percent per year or less in issuances within 270 days without impacting the general fund.
The last day for council to take action is Aug. 18.
