Harbor commissioners will consider authorizing more than $4 million from the Harbor Revenue Fund to the Community Mitigation Trust Fund triggered by the construction of the China Shipping Terminal. In 2008, the commissioners approved a Memorandum of Understanding between Los Angeles and appellants who were on the verge of suing the Port of Los Angeles to prevent the expansion of the TraPac terminal. The TraPac Environmental Community Mitigation Trust Fund was set up to address other port impacts upon the construction of POLA development projects.
