LONG BEACH — The Long Beach Police Department arrested 20-year-old Derome Harper in the 1200 block of Phillips Street on suspicion of murder, officials said.
Officers were investigating an unrelated matter near Locust Avenue and Home Street, at about 9:10 p.m., when a woman in a car approached them for help. Her passenger, 18-year-old Jamal Lindsey of Long Beach, was suffering from gunshot wounds to his torso.
Investigators said that the Lindsey was shot after a dispute with an acquaintance, while trying to leave the scene of the argument. The unidentified woman got into the car and drove to find aid for Lindsey. Lindsey later died after being taken to the local hospital.

New Incentives for Alternative Fuel Cars
LOS ANGELES  — Assemblyman Al Muratsuchi, of Torrance, hosted a press conference, April 19, with the California Electric Transportation, Plug in America and local representatives to introduce a bill to incentivize the purchase of alternative fuel cars.
Assembly Bill 1077 would allow a person a buying a clean car to pay state sales tax and the vehicle license fee on the price of the vehicle after the federal and state incentives is taken into account. Thus, upfront cost would be competitive when compared to conventionally fueled car.
The bill is schedule to be hear in the Assembly Revenue and Taxation Committee May 6.
